With Republicans making major mid-term gains in Congress, observers and players are lining up for the next round of climate and energy policy making.

Although the 111th Congress produced no climate policy, some new and reelected Republicans are calling for legislative rollbacks of policies that grew from judicial rulings and regulation.

But with the Senate and the White House veto pen still controlled by Democrats the prospects of any specific faction prevailing are debatable.
