On Nov. 10, 2011, President Obama said he would delay a decision on the Keystone pipeline until after the 2012 election. As of the first quarter of 2014, a final decision has not been made.

Further, at the time the State Department ordered a review of alternative routes of the pipeline around environmentally sensitive sand hills of Nebraska.

The route would have gone over porous sand hills in Nebraska and the Ogallala aquifer to deliver tar sand slurry products to Port Arthur and Houston, Gulf Coast cities with export facilities.

In January 2014 the State Department issued its Final Supplemental Environmental Impact Statement about the pipeline.
